This email is troubling.  I do not know whether the student is attending
class or going to discussion session.  Since it will take you less than a
minute to read, I am sharing it with you.  Perhaps someone can help me
after the exam to understand why this is a problem for anyone in the class 
at this point.

The statement of the problem makes it very clear what the width of the
program counter is in this case.  Not by giving you a number, but by giving
you enough information that you can easily compute that number yourself.

If you are unable to, you need to see a TA as soon as possible, and have
him/her lead you through the problem.  Did you attend discussion session
last Friday?  If yes, why did you not ask your TA this question in the
discussion session?
