We contacted the Registrar's office and got the following email back.
So, the final exam date is fixed, and everyone can plan accordingly.

      Subject: Re: FW: please find out if the final exam dates are now fixed...

      Yes, the final exam for 16420 is schedued for Friday, December 9 
      from 7-10pm.
