I am not sure where your problem is with this, which is why it is better
to see a TA where you can have a dialogue, rather than the one way 
interaction of email, which could also produce inordinate delay since 
I am at a conference.  However, I will try.

Since there are two outputs (D1 and D0), you need two logic equations,
one for D1 and one for D0.  Each gives you a single 0 or 1.  Together,
they give you the 2-bit encoding of the floor.
